EDF solutions électriques and Alliance de l'énergie de l'Est enthusiastically welcome the adoption of the government decree authorizing the construction of the Forêt Domaniale wind farm, a project of 30 wind turbines with a total installed capacity of 185.6 megawatts (MW).
Located in forest areas, the park will be located in the territories of the municipalities of Cap-Saint-Ignace, Montmagny, Notre-Dame-du-Rosaire and Sainte-Apolline-de-Patton, in the Montmagny RCM. This decision confirms the official launch of the project.
A community partnership at the heart of the project
The Forêt Domaniale wind farm is the result of an equal partnership between EDF solutions électriques and Alliance de l'énergie de l'Est, which each own 50% of the project.
The project provides annual payments to host communities of CAD $5,700 per MW installed, indexed annually according to the Consumer Price Index. For the entire project, this represents more than CAD $30 million, of which more than CAD $17 million will benefit the municipalities of Cap-Saint-Ignace, Saint-Apolline-de-Patton, Montmagny and Notre-Dame-du-Rosaire, over the estimated 30-year life of the project.
The Alliance de l'énergie de l'Est, a 50% shareholder in the project, will redistribute the profits, nearly CAD $198 million over 30 years, to the 16 RCMs and the Wolastoqiyik Wahsipekuk First Nation, allowing them to invest in initiatives that benefit their communities.
In a desire for transparency and dialogue, the project also relies on an already active monitoring committee, which ensures regular exchanges with stakeholders and citizens throughout its development.
Stephane Desdunes, Vice-President Development, Canada and Northeastern United States, EDF solutions électriques commented, "We are pleased to receive the official authorization for the Forêt Domaniale wind project. This project is the result of the shared vision between EDF solutions électriques and Alliance de l'énergie de l'Est, and represents an important project for the region, combining clean energy and significant economic benefits for the host communities."
Michel Lagacé, President, Alliance de l'énergie de l'Est added, "The Forêt Domaniale Wind Farm will make it possible to produce clean energy and actively participate in Quebec's energy transition. Thanks to the official authorization of this wind farm, this project illustrates how the energy transition can become a concrete lever for regional development and prosperity for the partner regions, all while respecting the environment and the host communities."
The project represents a major investment and will generate significant economic benefits for the host communities. During the construction phase, about 250 workers will be required, in addition to the creation of permanent jobs during operation.
The project was developed to promote harmonious integration into the territory and natural environments, in compliance with the environmental requirements in force. The protection of biodiversity and natural environments was taken into account at each stage of the project, supported by the completion of environmental studies and the implementation of several mitigation measures.
In the coming weeks, preparatory work will begin. Construction phase is expected to begin in the winter of 2026 and with commissioning in late 2027. The project will be carried out in collaboration with local companies and suppliers, with a view to sustainable development that is beneficial to the community.
The community is invited to follow the progress of the project and updates on the official website of the Forêt Domaniale Wind Farm.
