January 27, 2026

Following the announcement of the North Sea Summit Investment Pact'  at the North Seas Summit, the Global Wind Energy Council has released the following comment:

Rebecca Williams, Deputy CEO, Global Wind Energy Council, said: "GWEC welcomes the Hamburg Declaration, which is a huge vote of confidence in offshore wind as a key tenet of Europe's energy future. The announcement by Belgium, Denmark, France, Germany, Ireland, Luxembourg, the Netherlands, Norway and the UK details a plan for 100GW of cooperation projects between nations in Europe's North Sea, with governments committing to building 15 GW of offshore wind per year over 2031-2040 and de-risking offshore wind investments. The agreement will unlock 1 trillion EUR of investment over the next ten years.

"Europe's experience of governments and industry working together to accelerate offshore wind shows a powerful blueprint for cooperation across nations. GWEC looks forward to working with like-minded governments globally to deepen and enhance cooperation on offshore wind around the world."
