The Maryland Energy Administration today (Oct 2)proudly announced the tenth annual open application period for two groundbreaking grant programs aimed at moving forward Maryland's offshore wind energy industry.
"By providing training opportunities for Marylanders to learn the skills needed to get nicely paying jobs in the renewable energy economy and promoting ways to get the materials Maryland needs to build this promising industry here both faster and cheaper, these programs are moving the needle on clean energy development for Maryland," said Maryland Energy Administration Director Paul G. Pinsky. "Offshore wind energy development makes a ton of sense for a state dedicated to delivering a clean energy future, and the green energy industry holds immense promise for Marylanders. These programs help both prosper."
The Maryland Offshore Wind Education & Workforce Program and the Maryland Offshore Wind Supply Chain Investment Program will have a combined Fiscal Year 2025 (FY25) budget of $5 million.

Maryland Offshore Wind Education & Workforce Program
The Maryland Offshore Wind Education & Workforce Program has a total funding pool of $3 million for FY25 to focus on two areas.
- Industry Education: Nonprofit organizations, government institutions, public institutions, or emerging businesses may apply for grants up to $500,000 to develop or expand general, non-certification oriented, offshore wind education programs, and will cover up to 75% of total project costs.
- Workforce Training: Nonprofit organizations, government institutions, public institutions, or emerging businesses may apply for grants of up to $500,000 to develop or expand general, non-certification oriented, offshore wind education programs, and will cover up to 75% of total project costs.
Maryland Offshore Wind Supply Chain Investment Program
The Maryland Offshore Wind Supply Chain Investment Program has a total funding pool of $2 million for FY25 to focus on two key areas:
- Capital Expenditures: Nonprofit organizations, government institutions, public institutions, or emerging businesses may apply for grants up to to 50% of total project costs, not exceeding $400,000, to offset capital expenditures for entering the offshore wind industry.
- Industry Events: Nonprofit organizations, government institutions, public institutions, or emerging businesses may apply for grants up to $5,000 for attending eligible offshore wind industry events.
The Maryland Offshore Wind Education & Workforce Program will be open until November 29, 2024. The Maryland Offshore Wind Supply Chain Investment Program will remain open until December 15, 2024. These programs underscore Maryland's commitment to becoming a leader in offshore wind energy and creating a skilled workforce to support this growing industry.
