NATIONAL HYDROPOWER ASSOCIATION
NHA Applauds DOE Announcement to Resume Negotiations for Hydroelectric Incentives Program

May 4, 2026

Malcolm Woolf, the President and CEO of the National Hydropower Association, released the following statement after the Department of Energy announced that it will soon resume negotiations to issue nearly $430 million in payments to American hydropower facilities as part of the Hydroelectric Incentives Program (Section 247).

These funds will support critical efforts at to strengthen hydropower reliability and affordability at 293 projects across the country. NHA and its member organizations were instrumental in securing this funding and ensuring they are released as soon as possible:

"This is excellent news for the hydropower industry, which has been counting on this funding for critical facility improvements. We credit the persistence and thoughtful support of Secretary Wright, Deputy Secretary Danly, Assistant Secretary Robertson, and their staff.  This funding will significantly improve hydropower reliability, fish passage, and dam safety."

Woolf also added, "However, systemic challenges remain, particularly an outdated licensing process that imposes mandatory conditions far beyond the impacts of the facilities themselves. That approach needs to change, and NHA continues to urge Congress to address this issue through a legislative fix."
