Expansion of New York Truck Voucher Incentive Program Announced

The New York State Energy Research and Development Authority (NYSERDA) today (June 18) announced the expansion of the New York Truck Voucher Incentive Program to include new zero-emission agricultural, construction, rail, and warehouse non-road equipment and Class 3 vehicles. Starting today, manufacturers can apply for eligibility to offer their non-road equipment and vehicles through the program, which provides vouchers or discounts to commercial and municipal fleet owners and operators across New York State that purchase or lease medium- and heavy-duty zero-emission battery electric (BEV) or hydrogen fuel cell electric (FCEV) vehicles and equipment. This expanded program makes it more affordable and easier to adopt zero-emission technologies while helping to reduce pollution from traditional diesel engines.

NYSERDA President and CEO Doreen M. Harris said, "This expansion of the New York Truck Voucher Incentive Program will help more fleet owners and operators across the state realize the benefits of using cost-effective and quiet zero-emission powered equipment and medium-and heavy-duty trucks. Together with the private sector, we can accelerate the shift to cleaner, more affordable transportation that is healthier for all."

NYSERDA's New York Truck Voucher Incentive Program (NYTVIP) today released updated rules for BEV and FCEV Class 3-8 Medium and Heavy-Duty vehicles and introduced new guidelines for incentives for non-road equipment.

Manufacturers are invited to submit applications for their vehicles or equipment to become eligible under the program including terminal tractors, construction, agricultural, large forklifts, freight locomotives, airport ground support, and transportation refrigeration units (TRUs). Dealers can also apply to participate in the program starting on July 14, 2025.

An additional $53 million in program funding will become available in August 2025 after the expanded equipment and truck manufacturers and dealers have enrolled to participate. The new guidelines outline incentives for both Class 3-8 vehicles and non-road equipment based on weight and cost offering up to $340,000 for a BEV truck, up to $425,000 for a FCEV truck, and up to 45% of the base cost for non-road equipment. Fleets participating in the program must report on usage for a vehicle leased or purchased for at least three years. Additionally, bonus incentives are available for small fleets, fleets operating in disadvantaged communities , as defined by the New York State Climate Justice Working Group criteria, and for fleets that voluntarily discontinue service of and scrap an older diesel/gasoline vehicle. The program also supports transit buses for select transit operators, with up to $385,000 per purchase.

Funding is available on a first-come, first-served basis.

Department of Environmental Conservation Commissioner Amanda Lefton said, "New Yorkers deserve smart environmental policies that protect our air and workable solutions to ensure our communities are able to realize the health and economic benefits of cleaner transportation throughout the state. By expanding New York's Truck Voucher Incentive program, manufacturers will have additional incentives to support zero-emission medium- and heavy-duty equipment and vehicles for the agriculture and construction sectors, among others. Despite the current federal administration's efforts to erode certainty in the ongoing transition to cleaner vehicles, New York State will continue to act to protect our air, lands, and waters."

Trucking Association of New York President Kendra Hems said, "Adding increased incentives for the trucking industry to adopt electric vehicles and optional bonus incentives to address scrappage will lead to meaningful outcomes for New York's trucking industry. Namely, the capacity for trucking operators to access these incentives as "Make Ready" funds to provide an immediate boost to the industry and make ZEV technologies more affordable and practical by helping to increase available clean energy options for New York trucking operators."

This program is one of many resources available to commercial and municipal truck and transit fleets. Additional incentive programs, such as NY Joint Utility Make Ready Pilot Program and Fleet Electrification Advisory Services , are available from participating utilities. Under the Make-Ready Pilot program, utilities can provide incentives of up to 90% of utility-side infrastructure costs and up to 50% of customer-side costs to qualifying projects to mitigate the cost of developing electric vehicle charging capacity.

New York State is investing nearly $3 billion in electrifying its transportation sector and rapidly advancing measures that all new passenger cars and trucks sold be zero-emission, along with all school buses being zero-emission the same year. There are a range of initiatives to grow access to EVs and improve clean transit for all New Yorkers including EV Make Ready , EVolve NY , Charge Ready NY 2.0, the Drive Clean Rebate, the New York School Bus Incentive Program, and the Direct Current Fast Charger program.

NYTVIP is funded through the Regional Greenhouse Gas Initiative and 2016 Volkswagen settlement.
