We are currently seeking a talented individual for the position of Engineer ll, Ill, IV or Senior Civil/Transmission Engineering.  The successful candidate will create engineering designs, construction drawing packages, and related specifications for projects in the assigned engineering group.  Performs engineering studies, design calculations and evaluates alternative designs or processes related to, company facilities, land resources, sitting requirements, substations, communication towers, transmission lines, underground electrical systems and associated Civil, Structural and Transmission Standards.  Specifies material required for assigned projects and assists in the evaluation of suppliers and products.

Position-Related Responsibilities

Develops designs and supports construction of Transmission Lines from 46-500kV, Substation Civil/Structural design and construction support for Distribution-500kV range, Civil/Structural design aspects of Solar Projects as well as Communication sites.

The primary Engineering responsibilities in each area consists of:

Transmission Lines:

  • Supports Transmission Line design from inception to completion.

  • Identify and evaluate line route, develop a T-Line design model using PLS-CAD, create/update material specifications and standards.

  • Design all structures and supporting foundations, develop a construction package and specifications as well as support construction of such facilities from engineering perspective.Works closely with overhead line construction, system operations, transmission planning as well as balance of engineering (Protection, Substation, and Project Management).

  • Supports development and upkeep of Transmission Standards.

  • Any structure analysis is carried thru PLS-Pole, -Wood, -Lattice.Foundation design and evaluation is done via PLS-Caisson and MFAD.

Substation/Solar Projects Civil/Structural Design:

  • Prepare and/or manages site development process, including Hydrology, Grading and Civil Permitting.Based on the general layout of substation, designs all supporting steel structures as well as associated foundation and foundations for other equipment

    • Substation equipment includes transformer, cool cell, etc.

    • Solar Project equipment includes battery banks, communication and

  • Develop Civil and Steel Construction packages and supports construction such facilities from engineering perspectives.Works closely with substation construction and maintenance as well as balance of engineering (Protection, Substation, and Project Management).

  • Supports development and upkeep of Civil/Structural Standards for Substations.

  • Any structure analysis is carried thru PLS-Pole or STAAD.Foundation design and evaluation is done via PLS-Caisson and MFAD.

Communication Sites Civil/Structural Design:

  • Prepare and/or manages site development process, including Hydrology, Grading and Civil Permitting.Designs or manages design of any lattice or tubular structures used for support of communication antennas as well as corresponding foundations.Evaluates or manages engineering evaluation of any existing lattice or tubular structures for addition or alteration of antennas or its arrangements.

  • Develop Civil and Steel Construction packages and supports construction such facilities from engineering perspectives.Works closely with communication construction and maintenance as well as Communication Engineering along with Project Management.

  • Design and analysis are achieved using either PLS-CAD or STAAD.

  • Supports development and upkeep of Civil/Structural Standards for Communications.

  • Develops detailed design specifications and standards appropriate for the use in compiling material lists, procurement activities for equipment, materials and service required for project completion.

  • Evaluates, from an engineering standpoint, vendors, manufacturers, equipment and/or components available to meet assignment specifications and recommends awards that optimize cost and reliability.

  • Provides budgetary estimates of projects for departmental or interdepartmental incorporation into the Capital Budget.  

  • Develops and monitors work progress on project schedules to assure proper coordination of events during the design, construction, testing and energizing phases of a project.

  • Initiates job tasks (work orders) and tracks expenditures as may be required to complete Capital Budget project assignments. 

  • Leads formal and informal meetings concerning assigned projects and is able to communicate effectively with all levels of personnel both in the office and field crews.

  • Provide forensic review of failed structure and soil erosion issues to provide technical guidance for rectification as a technical expert.

  • Reports to the section Engineering Manager.

  • This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities

Engineer ll: Primary responsibility for small to medium size projects and assist more experienced engineers in large projects.  May require close supervision on new aspects of assignments.  Create standards and process or procedures as needed or requested.  May have several projects assigned at the same time. Works well with personnel from Construction, Field Technicians, Procurement, Project Management, and Engineers from various disciplines.

Minimum Qualifications:

  • Bachelor's degree in Civil Engineering with an emphasis in structural related classes.  

  • Two (2) or more years of professional experience in a Civil or Structural engineering role.  

  • Preferred -  M.S. degree in Civil Engineering with an emphasis in structural related classes. Acts as the technical project lead for transmission line projects.  Competent in use of Southwire SAG10 program.  

  • Skilled at use of CAISSON program and interpretation of its results.  

  • Familiarity with MFAT program is a plus.

  • Capable of developing test criteria for evaluating structures, material or component thereof.  

  • Skilled at interpreting requirements of NESC.  

  • Good understanding of ASCE-7-10, ACI-318 and IBC.

  • Working understanding of geotechnical parameters and capable of using these to develop and complete various shallow and deep foundations.  

  • Skilled at identifying loads, their application of various substation structures, analyze these structures and develop an economical design.  

  • Skilled at use of AISC, ASCE and AWS Standards to evaluate and design connection for various structures and attachment thereof.  

  • Must be able to apply requirements of AISC and ACI to design various steel or reinforced concrete structures.  

  • Land development skills such as grading, cut and fill, pavement design are a plus.  

  • Capable of using NESC and ASCE codes to develop loading for various Distribution or Transmission structures and design these structures and associated foundations.  Capable of using NESC and ASCE codes to develop loading for various Substation structures and design these structures, and foundation.

  • Ability to estimate cost of various type of construction and installation of transmission and substation structures.

  • Develops specifications for geotechnical investigations of sub-surface soil conditions.  

  • Develops specifications for construction of various transmission and substation projects.  

  • Work with more experienced Engineers to provide forensic review of failed soil and structures to rectify the failure.  

  • On call duty to respond to structure and soil failure events and provide forensic and technical expertise to rectify and re-engineer the issue for a solution.

Engineer lll: Requires moderate supervision and technical assistance in project assignments.  Will have primary responsibility for projects ranging from small to large and may be assigned to perform technical studies as needed.  May have several projects or studies assigned at the same time.  May assist other engineers in large projects.  Requires technical guidance and supervision on non-standard assignments.  Works well with personnel from Construction, Field Technicians, Procurement, Project Management, and Engineers from various disciplines.  Comfortable with presenting departmental training material in front of others.  Can represent TEP when meeting with other companies or organizations as a technical lead.

Minimum Qualifications: 

  • Minimum qualifications of Engineer II with four (4) years or more professional experience in an engineering role with at least two years at an electric utility company or illustrate equal competency.

  • Successfully completed Fundamentals of Engineering, F.E. exam and registration.  

  • Self-starter and has developed good time management skills, completing all assignments on time.  Has developed good leadership skills and is fully comfortable leading meetings and speaking in front of others.

  • Good understanding of ASCE-113, ASCE-48 and ASCE-74.  Moderate understanding of use and operations of PLS-CAD software.  

  • Must have 2 years' experience in developing and implementing Substation Civil/Structural and Overhead Transmission Line Standards.  

  • Familiarity with Transmission material for voltages ranging from Distribution to 500kV Transmission is a plus. 

  • Develops procedure(s) for various functions within department's range of responsibilities with oversight.  

  • Must have experience in conducting physical tests to verify structure, material or component thereof capabilities.  

  • Skilled at manipulating and modifying tubular structures for other applications than originally intended to in re-use, new application and refurbishment of these structures.  Working knowledge of IEEE 980-1994, 970-1994 Substation Fire Protection and Oil Containment Guidelines.  

  • Ability to evaluate and implement changes that result in operating a given transmission line at a higher rating or voltage.

Engineer IV: Primary responsibility for any small, large or complex projects.  Assist in training of less experienced engineers or technicians.          

Minimum Qualifications

  • Minimum qualification of Engineer III and six (6) years or more professional experience at an electric utility company in a Civil/Transmission engineering role or illustrate equal competency.

  • Is able to work independently

  • Requires minimal supervision in project assignments and requires technical guidance only on unusual or complex problems.

  • Time management, technical knowledge, and economic consideration are exhibited in all assignments.

  • Must possess working knowledge of PLS CADD.

  • Moderate understanding of use and operations of Civil 3D software.

  • Must possess working knowledge of STADD software.

  • Has attained Arizona Registration as a Professional Engineer (P.E.).

  • Capable of developing specifications for various structures, material, and construction practices.

  • Ability to design foundations for oil containment, rock anchors, wall footings, and slope stabilization structures.

Engineer Senior: A top-level individual contributor who may be assigned any project that is within the section's responsibilities. Approves design changes and creates new design standards. Will be the first option in performing technical studies and applying new designs. Will assist in personnel selection. Provides leadership to the section from both a technical standpoint as well as assumes supervisory responsibility when needed. Provides direct backup support for section Supervisor in allocating work assignments to other engineering personnel and assist in manpower planning. Will be the primary source of training for the section and will share information openly. Will act as a technical mentor to new or less experienced engineers.

Minimum Qualifications

  • Minimum qualifications of Engineer IV and eight (8) years or more professional experience at an electric utility company in a Civil/Transmission engineering role or illustrate equal competency.

  • Proficient in all aspects of time management, project organization, and technical analysis.

  • Demonstrates leadership skills and supports all decision making with superior technical knowledge and economic analysis.

  • Makes decisions independently and does not require guidance or supervision on any technical activity.

  • Only requires supervision on overall objectives, critical issues and new concepts.
