Description

Primary Focus:

Active participation in U.S. legal affairs of all Enbridge's interstate, intrastate and gathering oil/liquid pipeline business units.  Provide advice and guidance on all U.S. legal matters relating to Liquids Operations such as real property, contracts, regulatory, environment and policy development in the U.S., with some responsibility to support Major Projects as assigned.  Review and negotiate work orders as required.  Provide advice with respect to state, local and federal regulatory matters affecting Liquids Pipelines Operations.  Review and negotiate work orders as required. Oversee related U.S. litigation and manage external counsel.

Specific Accountabilities:

  • Provide legal advice and assistance primarily in the following specialized areas:
    • Crude oil and liquids pipelines transportation, operation and construction (interstate, intrastate and gathering)
    • Contracts,  Insurance, Environmental and Regulatory Compliance (local, state and federal)
    • Real Estate and Right-of-Way matters
    • Coordination  and management of pipeline related litigation with outside counsel 
  • Assist Management by providing advice, correspondence, documents and presentations to ensure compliance with applicable federal and state statutes and laws.
  • Maintain effective communications with all departments seeking advice on legal matters concerning Liquids Pipelines operations and activities.
  • Participate as a team member of the project planning and execution group in developing and implementing corporate strategy.
  • Provide legal advice and assistance to growing portfolio of power generation and transmission projects.
Requirements

Qualifications:

  • J.D. from ABA accredited law school.  A member in good standing of the Minnesota Bar is preferred, but   other US state bars considered.  Minimum of three years of progressively more responsible legal experience in several of the substantive areas of practice.  Participation in large scale construction projects in a highly regulated environment strongly preferred.
  • Knowledge of FERC and DOT regulations and other Federal Laws applied to Crude Oil pipelines helpful.  Understanding of state regulatory regimes applicable to Crude Oil pipelines and green energy facilities also desirable.
  • Knowledge of Federal and State environmental laws and regulations affecting crude oil and green energy facilities highly desirable.
  • Experience preparing, negotiating and reviewing contracts and other agreements. 
  • Well-developed knowledge of pipeline operations. 
  • Highly developed skills including issue identification, strategic analysis and resolution through supervision, coordination and use of internal and external staff and counsel. 
  • Strong communication, interpersonal and leadership skills with a commitment to customer service and team work. 
  • Self-directed with ability to quickly assimilate role, responsibilities and organization culture. 
  • Able to work on multiple assignments and prioritize competing demands in a fast-paced environment, with minimal supervision.
  • Experience in computer system use and word processing capabilities.
