NARUC, a 501c(4) trade association, is the national voice of state utility regulators. We are looking for a dynamic leader to join our respected organization to manage our domestic grants. Our ideal candidate will identify and secure grant-funded programs that meet the educational, training, technical assistance, and research needs of our members. The ability to develop and manage a portfolio of ongoing specific domestic grant projects awarded to NARUC by Federal funding and private donors is key. The Director will also lead a three-person team who implement specific grant activities across a range of funded programs.
The Director of Domestic Grants reports to the Executive Director.

Required Abilities and Key Attributes
The Director must possess positive and collaborative management skills, along with exceptional organizational, communication, and customer service skills. The ability to deliver professional presentations, along with facilitation skills is strongly desired.
The ability to communicate clearly and effectively in writing and verbally, particularly on technical subjects, is needed. Proven grant-writing and fundraising success in the areas relevant to the association. Exceptional project management skills; in particular, the ability to manage grants comprised of multiple projects is required. Strong information systems skills is also expected.
Education and Experience
- At least 10 years of experience in a relevant field is preferred
- Experience supervising multiple staff.
- Bachelor's degree in public policy or a related field.
- A Master's or advanced degree is preferred.
- Background in utility regulation is preferred.
Duties and Responsibilities
Primary Responsibilities
- Plans, assigns, directs, and supervises the staff within the Domestic Grants Department.
- Establishes a strategy for a portfolio of activities for the department, informed by funders and the association's priorities and needs.
- Evaluates Federal funding opportunities that represent the needs of the association and its members and develops federal grant proposals to expand funding for the department.
- Works with funders, NARUC members, and staff in executing grant-funded projects and related deliverables, ensuring that all transactions are in compliance with Federal funding guidelines.
- Engages in collaborative work styles that enable joint action and coordination with NARUC's members and Federal Agencies or other funding sources.
- Acts as a technical expert resource for the association on issues of interest to the association.
- Identifies emerging trends in an effort to create a portfolio of educational, training, technical assistance, and research programs for the benefit of the association.
- Conducts and/or participates in state and regional educational and training workshops and webinars.
- Manages subcontracts to fulfill the needs of the association and funders.
As a leader, the Director will be expected to:
- Provide professional development and other growth opportunities for Domestic Grants staff.
- Manage the education and research functions that support our State members.
- Oversee the department's online content.
- Support NARUC’s Committee activities and initiatives as needed.
- Work collaboratively with other senior managers.
- Support NARUC leadership, committees, and other NARUC departments.
