Electricity Operations is responsible for the electrical transmission and distribution systems in the City of Edmonton, with a focus on safety, reliability, and innovative and practical solutions. Our employees look after electrical infrastructure as well as the underground and aerial distribution networks.

The Manager, Rates is accountable for planning and coordinating the compilation, filing, defence and implementation of EDTI Distribution rate applications. This includes supervising the work of and managing the work flow across the regulatory affairs work team and BU work teams preparing the financial, operational and technical aspects of regulatory applications and establishing, maintaining and managing relationships across these departments.

Electricity Operations, Regulatory Affairs group currently has an opportunity available for a full-time permanent Manager, Rates to join their team.

Detailed Description

The Manger, Rates is accountable to the Senior Manager, Rates and operates within the context and prescribed limits established.

Specific accountabilities of this role include, but are not limited to:

  • Providing input to the Senior Manager on regulatory plans and directions, ensuring an appropriate understanding of the Distribution strategy and ensuring on-going effective positioning and appropriate relationships between positions in Regulatory Affairs and the rest of EUI.
  • Identifying the necessary budget requirements for the provision of preparing and filing of regulatory applications.
  • Ensuring the delivery of optimal results against appropriate performance metrics - filing accurate regulatory applications on-time and on-budget.
  • Developing, implementing and reviewing Distribution Rates processes to ensure compliance to policies, standards, regulatory requirements and ensuring mitigation of risks.  Recommending and developing revisions to procedures and/or work processes and creating solutions for optimal service delivery.
  • Leading and coordinating the development of all components of regulatory applications (i.e. PBR, Phase II Cost of Service, Transmission Access Charge Deferral Account, Customer Specific Rate) relating to the provision of EDTI Distribution Services. This includes compiling and editing application narrative, modelling and analysis and supporting materials submitted by Business Unit Managers and Specialists ensuring the regulatory application is consistent, accurate and understandable and adheres to the agreed strategy and regulatory principles.  In addition, demonstrates the ability to show discretion with confidential and sensitive information.
  • Leading and coordinating the development of EDTI's billing determinant forecasts.  This includes development and updating of forecast methodologies, review of forecasts, analysis of forecast to actual variances, analysis of results and communication of forecast results to other EDTI Business Units.
  • As directed by the Senior Manager, Rates reviewing AUC approved distribution rates and submitting to the Senior Manager, Wholesale Energy to upload to STARS. As directed by the Senior Manager, Rates, verify that the distribution rates have been uploaded to STARS match the rates approved by the AUC.
  • Establishing effective working relationships with internal business unit contacts and utilizing strong knowledge of finance/accounting, strong written communication skills and inter-personal skills in working with business unit contacts to prepare the written application.
  • Providing quantitative and strategic analysis supporting applications.  Applying specialized professional knowledge to ensure innovative results and acting as a subject matter expert providing specialized advice on regulatory matters.
  • Intervening in related utility proceedings to support EPCOR's and EDTI Distribution's positions.
  • Coordinating the preparation if information responses, undertakings, written argument and reply.
  • Building and managing their team which includes:  recruitment, development, coaching and performance and the daily management of direct reports.
Requirements

As this position handles multiple and shifting priorities, the successful candidate must have excellent time management skills combined with superior planning and organizational skills. Other qualifications and experience as the successful candidate you possess are:          

  • A post-secondary diploma or degree from a recognized educational institution, preferably in Engineering, Business, or Accounting.
  • 5 years plus experience with:
  • The utility industry
  • Regulatory, accounting or finance
  • Utility rate design and utility rate application process
  • Good understanding of Alberta industry structure, regulatory, environment and policy development.
  • Well-founded understanding of finance/accounting.
  • Able to demonstrate a strong understanding of distribution utility systems.
  • Significant quantitative and analytical skills.
  • Strong computer skills in particular excel spreadsheets.
  • Clearance on a security background check (criminal and Identity) and reference checks are required.
    • Two pieces of valid Government issued ID (1 is to be photo) will be required
    • Security and references are only requested/completed on candidates being considered for the position
  • Must be legally entitled to work in Canada. A copy of a valid work permit may be required.
