Right of Way Agent I, II or Senior

Description

Acquire and maintain land rights for electrical and/or natural gas distribution, generation and transmission infrastructure.

Essential Functions (As defined under the Americans with Disabilities Act, these include the following responsibilities, minimum job knowledge, skills and abilities.(This is not necessarily an all-inclusive listing)

Position-Related Responsibilities

  • Secures land rights required by the  Company and assists with obtaining related environmental clearances.
  • Researches public records to abstract title information on real property and determine accurate ownership and other interests in real property.
  • Prepares legal documents necessary to secure easements and other land rights, together with the preparation of legal descriptions and drawings to accompany the legal documents.
  • Responds to customer inquiries regarding Company land rights.
  • Negotiates for land rights with property owners to secure  the necessary easements, licenses, leases, permits, and fee simple property interests.
  • Maintains property rights records and filing systems in Land Management.
  • Reviews, appeals and processes invoices related to land rights.
  • Estimates real property values for land rights as appropriate.
  • Develops expenditure forecasts.
  • Maintains a petty cash fund and debit accounts at County Recorder's offices.
Requirements

Knowledge, Skills and Abilities

  • Working knowledge of property descriptions, deeds and other property conveyances, maps and engineering plans
  • Working knowledge of Arizona real estate and title laws.
  • Working knowledge of appraisal techniques and the three (3) approaches to valuation.
  • Working knowledge of legal descriptions an dhow to employ the various types
  • Working knowledge of federal, state and local environmental laws and ordinances.
  • Working knowledge of negotiation techniques, as well as experience with the public, government jurisdictions and tribes.
  • Experience with various software programs, including but not limited to word processing, spreadsheets, database, presentation and geospatial.
  • Attention to detail in preparing and proofing materials, establishing priorities and meeting deadlines.
  • Strong verbal and written communication skills.
  • Strong analytical ability is required in order to gather and summarize data.
  • Ability to prepare clear, concise and comprehensive documents and reports.
  • Ability to interpret engineering drawings and assess their related influence on facilities and properties.

Associate Right of Way Agent

  • Requires a basic knowledge of position-related responsibilities and KSA's.
  • Introductory position that works under close supervision in performing specialized technical duties.
  • Requires a minimum of 2 years experience in the right-of-way profession or closely related field, preferably with an associate's degree or equivalent from an accredited university/college or combination of education and experience.

Right of Way Agent I

  • Increased level of knowledge, experience, and responsibility  beyond Associate Right of Way Agent.
  • For TEP, may serve as the Subdivision Coordinator for the Company working in liaison with governmental agencies or other entities involved in plat review/approval processes.
  • Requires at least 5 years prior experience in the right-of-way profession, a closely related field or a bachelor's degree from an accredited university/college, or equivalent combination of education and experience.

Right of Way Agent II

  • Increased level of knowledge, experience, and responsibility beyond ROW Agent I.
  • Contributes to annual O&M and 5 years capital budget planning.
  • Requires at least 8 years prior experience in the right-of-way profession, a closely related field, or 5 years experience and a bachelor's degree from an accredited university/college or equivalent combination of education and experience.

Senior Right of Way Agent

  • Increased level of knowledge, experience and responsibility beyond ROW Agent II.
  • Supervises other ROW agents and develops their skill sets through mentoring and performance management.
  • Develops and maintains O&M budget
  • Develops and maintains 5 year capital budget.
  • Represents Land Management on multi-discipline project teams.
  • Trains Land Management staff in areas of legal descriptions, title law, abstraction, negotiation and appraisal techniques.
  • Requires at least 10 years experience in the right-of-way field, a closely related field or 5 years experience and a bachelor's degree from an accredited university/college or equivalent combination of education and experience.
  • Preferred to hold the Senior Right-of-Way Designation in the International Right-of-Way Association or attain within 2 years of hire.
