Responsibilities:
Essential Duties
- Defines project needs for estimating services in accordance with contractual requirements, objectives and procedures. Supervises the timely and competent performance of cost estimating activities.
- Reviews and critiques designs and specifications for cost effectiveness and suggests alternatives when appropriate.
- Ensures that cost trend estimates in support of projects are prepared.
- Supervises work and performance directly and through lower level supervisors.
- Reviews estimating related provisions of proposals and develops supporting data for contract negotiations.
- Participates in establishing pricing structures to be applied to quantities for estimates.
- Prepares and presents cost estimating information to management/customer.
- Prepares or reviews contingency evaluation for estimates, escalation estimates, reconciliations for estimates and management presentations.
- Develops and implements estimating standards, procedures, and tools.
- Analyze blueprints and other documentation to prepare time, cost, materials, and labor estimates.
- Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.
- Consult with clients, vendors, personnel in other departments or construction foremen to discuss and formulate estimates and resolve issues.
- Confer with engineers, designers, contractors and subcontractors on changes and adjustments to cost estimates.
- Prepare estimates used by management for purposes such as planning, organizing, and scheduling work.
- Prepare estimates for use in selecting vendors or subcontractors.
- Review material and labor requirements, to decide whether it is more cost-effective to produce or purchase components.
- Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.
- Prepare and maintain a directory of suppliers, contractors and subcontractors.
- Set up cost monitoring and reporting systems and procedures.
- Establish and maintain tendering process, and conduct negotiations.
- Conduct special studies to develop and establish standard hour and related cost data or to effect cost reduction.
- Visit site and record information about access, drainage and topography, and availability of services such as water and electricity.
Supervisory Responsibilities
- Supervises others; allocates and monitors work, coordinates similar activities within a functional area. Interprets and applies directions originating at a higher level.
Scope of Accountability
- Job role has budgetary type of accountabilities or directly impacts a revenue center's viability or its quality of service via personal contributions. Job role contributes directly to value creation.
- Job tasks, correctly performed, impact indirectly on cost containment, efficiency, profitability or operations.
- Consequences of error are easily measured and can be confined.
- Bachelor's degree in Construction Management, Engineering or related field is preferred; equivalent work experience is acceptable.
Professional Experience:
- 10+ years' experience in estimating, project management or Sr. Field Management
- Significant experience in managing estimating activities and staff is crucial.
Licenses, Certifications, Credentials, or Other Requirements:
- Proficient with estimating software applications; Previous experience in "Hard Dollar" Preferred
Knowledge, Skills & Abilities:
- Computer proficiency required.
- Strong analytical and problem solving skills.
- Accuracy and attention to detail important.
- Ability to meet deadlines and manage priorities somewhat important.
- Ability to prepare, present and/or supervise the development of complex program proposals and reports to senior level management and customers is critical.
- Strong organizational skills as well as the ability to effectively communicate in English and take a leadership role over the group for which they have supervisory responsibilities.
- Commitment to customer service and ability to assist others in applying knowledge and understanding in solving functional problems within area of expertise.
- Ability to maintain confidential information is essential.
- Strong interpersonal and communication skills; capable of maintaining frequent contact with upper management, customers, vendors, and/or internal staff to furnish and obtain information and resolve issues; typically capable of developing and delivering effective group presentations.
- Knowledge of costs of fabricating and installing process equipment.
- Aptitude for mathematics is able to analyze, compare and interpret
- Detailed but sometimes poorly defined information, and be able to make sound and accurate judgments based on this information.
- Ability to focus on details, while analyzing and managing larger obstacles, is vital.
- Assertiveness and self-assurance in presenting and supporting conclusions, strong communications and interpersonal skills.
- Proficiency in project management and the ability to incorporate work-breakdown structure (WBS) techniques are increasingly important in cost estimating complex development projects.
- Able to often work under pressure and stress, especially when facing bid deadlines.
- Accuracy is paramount. Inaccurate estimating can cause a bid (proposal) loss or a project money loss on a job that was not accurately estimated.
- Support managers in creating new proposals.
- Proficient computer skills; experience with estimating software.
